I call this having an index of all the information you may need. We as developers have shallow focused knowledge on topics. Just enough enough to knit the pieces together when it becomes relevant.

My rule of thumb is to read casually through new and interesting topics and technologies but not investing heavily in them until I have need for it thd next couple of months.
